Which of the following most accurately describes the problem?

CDR the past 29 years, Bolton Corp' oration had been running on a route outside the borough without permission. the North Western Traffic Commissioners were told last week. Neither the Bolton Local Act, prior tos 1930, nor the later Road Traffic Act empowered the undertaking to operate a joint Bolton-Chorley service with Ribble Motor Services, Ltd., which had been the practice since 1928.

This was admitted by Mr, D. /V Hoggins, representing the corporation. when they asked for a licence to ruts over Ribble's Chorley-Southport stagecarriage route, and to operate a stage service jointly with Ribble between Bolton and Southport.

.Mr. H. Jackson, Bolton's generai manager, said they had been approached by Ribble to provide more through facilities for the public. The link-up would prevent passengers having to change at Chorley.

The applications were granted after six objectors had withdrawn, on condition that the licence was restricted to stage services, so that there would be no express competition.
