Which of the following most accurately describes the problem?

DRIVERS whose surnames begin with the letter's A to V inclusive will be issued with three-year driving licences when they apply for renewals. after September 1. The new licences, costing 15s., are, part of the Ministry of Transport's drive for administrative economy.

People in the G to N group will take out 'their extended licences after September I, 1958, and those in the 0 to Z group will receive the new issue the following year, White awaiting their turn according to their alphabetical group, drivers will continue to take one-year licences.

Provisional licences are not affected, but after September 1 this year drivers taking out full licences for the first time will be issued with three-year licences, whatever their surname group.

Replacement of a lost or defaced licence is to cost 2s. 6d. under the new scheme, instead of Is. If a three-year licence is surrendered for amendment to cover a new class of vehicle, the fee will be 5s. to cover the unexpired period of the licence.

These changes are authorized under Section 48 of the Road Traffic Act, 1956, which comes into force on September 1.
