In one of a series of prosecutions involving milk delivery vehicles (CM 26 Feb-4 Mar), Barry Heseltine, of Banc y Ffynnon, Cross Hands, pleaded guilty to using a vehicle without an 0-licence or tachograph, with a defective tyre and while it was still the subject of a prohibition notice.

Prosecuting for the Vehicle Inspectorate, William Rees said the offences were discovered when traffic examiners checked a lorry loaded with milk on the Cross Hands Industrial Estate last September.

It appeared operators were being told they were exempt from tachograph and other regulations because they were delivering milk within a 50-mile radius. That exemption only applied to door-to-door deliveries. Heseltine said he had been carrying milk for Elm Dairies and had believed that an 0-licence was not required. He was now employed by the dairy to do the same work.

The magistrates fined Heseltine £1,400 with £55 costs.
