Which of the following most accurately describes the problem?

• Hauliers using the Severn Bridge will have to pay four times as much from the end of April, and face further annual rises of 6% plus the rate of inflation. But the toll will only be charged to vehicles leaving England. From 26 April the toll for LGVs goes up to £.8.40, and £5.60 for light comercials. At the moment LGVs pay £2 each way — annual increases will follow each January.
