Which of the following most accurately describes the problem?

THE GREEN PAPER on Transport Policy is a consultative document which reviews the available options and asks what changes might or should be made.

Its aim is to stimulate discussion and the Government are now seeking the views of interested parties on the ideas which are set out.

Comments should be sent by June 15 to the Secretary, Department of the Environment, 2 Marsham Street, London SW1P 3EB.

The Government will make a detailed statement later in the year of their own views on how transport policy should develop and a White Paper will then be produced.

So now the ball is in your court. The Government say that they will "welcome forthright views on the issues raised."
