Which of the following most accurately describes the problem?

THERE has been a good response from I members of the RHA highways and vehicles committee to the request for their comments on the proposed use of rear direction flashers as an emergency warning when vehicles are brought to a standstill in fog.

The idea, revealed in The Commercial Motor of April 2, was not directly opposed by any of the members who commented, though some were doubtful about the effectiveness of the flashers for this purpose, and a few questioned their reliability for this sort of duty.
