Which of the following most accurately describes the problem?

PAA FINE of £10 was imposed by Coventry City Magistrates on Matthews and Co. (Carriers), Ltd., 159, 131ackfriars Road, London, S.E.1, for carrying meat in a van, the inside of which was not clean. It was said by the prosecutor that the exterior of the van was muddy, and there was a hole in the floor which would permit dust to reach the interior.

The floor, too, was dirty and scraps of old meat and fat were found in open joints. .For the defence it was stated that the concern operated about 100 vehicles on meat delivery and that some vehicles would be away from their home bases for perhaps two or three weeks at a time.
