Which of the following most accurately describes the problem?

CERTA1N changes have been made in the arrangements for issuing motor fuel ration coupons to operators of goods. and public-service vehicles. The changes do not indicate any easing lap of the position concerning rubber and fuel, but are made to relieve the weekdend pressure on the Petroleum Board's delivery organization.

As regards the Ministry's road haulage organization, the issue day, will remain the same, because this links op with the working week and the system of records. With respect to p.s.v: operators, the retention of the existing fortnightly period depends solely on the work on which they are engaged, not the size of the concern.. It may be so in cases such as where a bus operator has a number of vehicles on contract taking workpeople to an aerodrome site.

The rationing period is to be extended from two weeks to four weeks, and the issue day changed froth Friday to Wednesday. Coupons issued for four-weekly periods will be given six weeks' validity.

To avoid congestion, coupons will be issued to different groups of operators in different Weeks, and the changeover • will begin on May 14, when operators will receive, through their normal channels, coupons for periods varying from two and a half to five and a half weeks ending on a WedneSday. After these broken times the period will be four weeks..

Every operator affected will be notified in writing as to the period to be covered by his application for that commencing May 14, also of the dates for the submission of his subsequent demands.
