A CARDIFF scaffolding firm which failed to turn up at a public inquiry has had its licence suspended until it contacts the Traffic Area Office. Welsh Traffic Commissioner David Dixon branded it one of the "worst cases of vehicle neglect" he had come across, Orange Scaffolding (Cardiff), which holds a fivevehicle licence, had been called before the TC because of concern over its maintenance record and the use of more vehicles than were authorised.

Vehicle examiner Paul Davies said he had carried out an unannounced maintenance investigation in April.The company had been using up to six vehicles. There was no forward planner and vehicles were not being inspected on schedule — there were gaps of up to 19 weeks between inspection records. One vehicle had no records for nine months and there were no records at all for 2005.

Repairs had not been signed off as completed and one of the vehicles was being used without a current test certificate.

Prohibitions were issued for a cracked windscreen. worn tyres, inoperative lamps and low fluid levels. There was an 80% failure rate at annual test.

The company had been sent a warning letter following an unsatisfactory maintenance investigation in June 2004, but the shortcomings were the same,said Davies.A member of staff had said he was unaware of the number of vehicles the company should be using and a director had declined to be interviewed on grounds of ill health.

Suspending the licence, the TC said it was one of the worst cases of vehicle neglect he had encountered.The company had done nothing and the second maintenance investigation was worse than the first.

He warned that if the company failed to contact the Traffic Area the licence would be revoked.
