Which of the following most accurately describes the problem?

ACCORDING to the LATA Review, a 20-year-old "alternative plan" for London's public transport includes "restraining of staff threatened by new technology". This should keep the police in gainful employment when they have finished restraining thousands of Arthur Scargill's brave lads on the picket lines who daily threaten lone miners who merely want to work.

The same publication described Transport Minister Lynda Chalker as "the acceptable face of the wrong policies." The compliment would have been even prettier if her name had been spelt correctly.
