Which of the following most accurately describes the problem?

AT A TIME when political militants are fuelling animosity towards the police, it is good to hear of three Newcastle bus drivers who had a go when a motorist attacked a police inspector. Two of the drivers helped to restrain the man while the third called for help over his bus radio.

The motorist was convicted of assault and the drivers were presented with certificates of thanks by the Northumbria police. Ron Davis, operations manager of Tyne and Wear Transport, was pleased that busmen, who so often have to call for help from the police, had been able to reciprocate.
