Which of the following most accurately describes the problem?

Road Haulage Association area secretaries deserve the tribute from their chairman, John Silbermann, on the increase in membership of 319 in June and July. They are the cats for kicking by members exasperated by their own neglect, ignorance or folly. Their offices are generally understaffed and their domestic lives suffer from frequent sub-area evening meetings that may involve a return journey of 150 miles. Their rewards are not exactly princely.

Their morale must have been boosted by the knowledge that the association's steady decline in membership over the past three years or so, mainly because of the depression, at last seems to have been reversed. Their efforts in recruitment have been aided by the temporary waiving of entrance fees. The real test of their ability to sell the RHA will come when the "special offer" is withdrawn.
