Which of the following most accurately describes the problem?

OVER the past three years about £750,000 has been saved in public transport subsidies throughout Tayside. The regional transport committee convenor, Mr W. Scott Ferguson, told the committee that the savings had been made possible by reorganising a number of bus services.

Before the committee was a report by transport director Mr A. R. Westwell which detailed some recent work carried out by the transport planning unit. Mr Westwell said the planning unit was set up in 1976 as a central team based on professional transport expertise for all bus operators, in particular the Scottish Bus Group subsidiaries who do not have such staff or facilities available.

The objective was to attain the optimum solution at the minimum cost, which in itself involved a great amount of negotiation and co-ordination. Studies undertaken covered a wide range of subjects from the provision of shoppers services to traffic movements.

Mr Westwell said committee members would be aware that since early 1976 major economies and revisions to services had taken place, many of which had brought about tailor-made services to the public as well as introducing a number of new services and facilities.
