Which of the following most accurately describes the problem?

GLASGOW CORPORATION'S bid to increase bus and Underground fares has been rejected by the Scottish Traffic Commisioners.

Cllr. William Lee, transport convenor, commented: "This is a real blow. There will have to be some rethinking about this decision. It will be the main item for discussion when the committee meets."

The case for dearer fares was heard at a public inquiry in Glasgow a week ago when the Commissioners reserved judgement. At the hearing, the chairman, Mr. A. B. Birnie, said: "We are entitled, and it is our duty, to bear in mind the effect of these increases on ordinary fare-paying passengers."

Mr. E. R. L. Fitzpayne, Glasgow's transport manager, said the increases were necessary because of higher costs, staff shortages and higher wages.

• ALEXANDER LAIRD, haulage contractor, of Ruthven, Aberdeenshire, with eight vehicles, had one of them suspended for two months in Fraserburgh. Several vehicles earned GV9s.
