LEICESTERSHIRE and Rutland Police intend to take "strong action" against those coal hauliers whose vehicles scatter parts of their loads and "cover the countryside in black dust."
Car windscreens have been smashed by lumps of coal and coke, motorists have been blinded by coal dust and drainage gullies have been blocked—causing flooding —say the police.
