Which of the following most accurately describes the problem?

THE total number of C-licensed vehicles was 699,350 in June this year, compared with 634,769 in June, 1949. The greatest increase was in the up-to-30-cwt. category-348,103 in June last year and 381,954 this year.

These figures are not strictly comparable, as the 1949 figure was compiled from fuel-rationing returns by the Regional Transport Commissioners, who did not cover the same field as the licensing Authorities.
