Which of the following most accurately describes the problem?

• The number of commercial vehicles failing smoke tests has risen by 1,000% in the month since electronic metering was introduced. Vehicle Inspectorate figures for September indicate that 5.6% of vehicles tested by electronic measuring equipment failed, compared with 0.56% under the old visual check.

The VI says that the rise is less than expected and is likely to fall as operators bring their vehicles into line with the new emissions standards.
