Which of the following most accurately describes the problem?

• Clwyd County Council may set up a special team to monitor the services provided by the county's private bus operators since deregulation.

Its aim is to make it more comprehensive and systematic, to ensure that subsidised services are running correctly. The county's transport subcommittee has proposed that a four-man team should study day-to-day running, and the suitability of vehicles used by private operators.

If the scheme is approved by the Highway Planning and Transportation Committee, funding could come from county savings on transport since deregulation. At a transport sub-committee meeting last week, councillor Barry Williams said: "This county has allowed contractors to get away with many things — vehicles not operating on time, and in certain cases in the last three months, not operating at all." He called for a review of services before contracts are put out to tender in 1989.
