Which of the following most accurately describes the problem?

• Hauliers have won a second round in their fight for a fairer deal from the Government on truck weighing.

Following pressure from the Road Haulage Association, drivers are to be given the right to have vehicles reweighed if they are deemed to be overloaded by a dynamic axle weigher.

This follows a move by the Department of Transport to record details of overloading cases where drivers claim that consignors were to blame (CM 25-31 October).

At present, says the RHA, hauliers are suspicious of dynamic axle weighers because enforcement officers often refuse to allow a second test. "Second weighs are rarely given, and only if the traffic examiner decides there are grounds for doubt," it says.

Examiners have no legal grounds for refusing a reweigh, says the RHA, and in any case it believes that few drivers would demand a second weigh. The DTp had previously argued that allowing reweighs would defeat the object of dynamic weighers.
