• A two-tier membership system, with differing fees, could soon be adopted by the RHA in order to increase the number of small operators and ownerdrivers in its ranks.

Following calls from a number of its members at the association's annual conference last week (pages 28 and 29), director general Freddie Plaskett says the scheme will be a major consideration.

Plaskett says that although the RHA would be likely to make an initial financial loss on owner driver members in terms of services offered against reduced fees, those with only two or three vehicles could grow to become the large operators of tomorrow.
