annual report for the year to March 1986, in which it criticises the increased use of one person operation (OPO) buses in the capital.
"There is evidence," says the report, "that OPO buses are themselves contributing to traffic congestion because they have to spend a longer time at each bus stop.
"They result in a substantially longer journey time for passengers and they can be a disincentive to the use of public transport."
The report also criticises "the relevant authorities" for failing to "take bold and resolute action to deal effectively with the root causes of traffic congestion and thus enable our buses . . to operate more smoothly and more cost effectively."
