Which of the following most accurately describes the problem?

GREATER Manchester Transport is so highly organised that even accidents are planned to save the ratepayers money. For instance, when one Leyland National bus was burned out at the rear, another conveniently indulged in a head-on collision so that the remains of the two could be joined in a perfect new bus. Indeed, the surgery was so successful that a certificate of fitness was, I am told, granted for a longer period than usual.

The chief surgeon, Alan Howard-Smith, senior works engineer at the Charles Street works, Stockport, is justifiably proud of having created a new bus for £8,000, whereas manufacturer's replacements would have cost at least £46,000.
