Which of the following most accurately describes the problem?

• Repair work on vehicles belonging to the Lancashire County Council might now begin to trickle through to private garages. The county council, which has its own vehicle workshops, reports that a review has been carried out of the procedure for, and cost of, dealing with minor roadside breakdowns. It has disclosed that due to the travelling necessary, it can be uneconomical for the field service units to deal with breakdowns requiring only minor repairs. Hence the transport committee has introduced a new system under which 76 private garages, suitably located throughout the county, will be available to deal with minor repairs.
