Which of the following most accurately describes the problem?

1-1 A HAULlER was told by the South Eastern Licensing Authority on Tuesday that he" had been living in the good old days." He was Mr. E. J. Hope, of E. G. Hope (Transport), Lancing, who was applying for a renewal of his A licence, together with a licence for an additional vehicle, and he said "I have always believed that an A licence was to carry goods anywhere. I have now applied for this new licence to put things right.'' Miss E. Havers, for Mr. Hope, said her client had misunderstood the definition of his normal user and now realized he had been unwise in believing that the licence entitled him to carry general goods. He thought he could carry general goods mainly in South England, but his biggest trade for the past three years had been in bricks and waste paper for which the vehicle was normally used, said Miss Havers, adding that Mr. Hope was not a man who had flagrantly violated the licence.

The Authority, Mr. H. J. Thom, said he would accept that and Mr. Hope would not be penalized.

The application for the additional vehicle was largely because one of Mr. Hope's customers had opened a new works in Bridnon, said Miss Havers. In September, Mr. Hope had applied for one I:cence to cover both vehicles. There were three objectors and the application was refused.

In support of the current application, Mr, S. A. Garman. assistant general manager of Carfax Waste Paper Co. Ltd., said Mr. Hope had been carrying up to 30 tons of waste paper weekly for the company and he envisaged that this would he doubled by the end of the year. Mr. Thom granted the application.
