Which of the following most accurately describes the problem?

for a 15-vehicle B to A licence switch was adjourned by Mr. A. B. Birnie the Scottish deputy Licensing Authority last week, Mr. S. Barnett, director and manager of Dundee ExpresS, gave evidence that the company had 17 A-licensed vehicles and 15 B-licensed vehicles working on general goods and removals in the Dundee district and Glasgow, with extensions to other districts. He said the proposed switch was solely a matter of operational efficiency as there were many instances where the joint A and B fleets created working difficulties.

For British Road Services, objecting, Mr. J. B. T. Loudon questioned the reasons behind the proposals and the value of figures offered. He also complained that no schedules of traffic had been produced and asked the deputy Authority to rule that the case could not proceed without this information.

Mr. Birnic agreed, saying that neither the objectors nor himself could see what was involved in this potentially farreaching application and ruled that schedules must be produced.
