I From a passenger's point of view, two months on from the start of congestion charging we were able to see a clear increase in traffic in some areas.

In March, both Todd and James said that, much as they hated to admit it, congestion charging was working, However., they both thought they wouldn't see a true reflection of its success until London "returned to normal". So what do they think now?

James says: "Initially, congestion charging seemed to be very successful but, in some parts, traffic levels have definitely gone back to pre-charge levels; Trafalgar Square is particularly busy. During the first few weeks of charging, many schools were also on hail' term. I think that many people heard that London was so quiet during this time that they decided it was actually worth paying the fee for a shorter journey."

Todd adds: "It was better for a while and only took 20 minutes to get Into the City, but it is not like that anymore. The traffic has gone back to normal levels in many places. Roadworks are one of the biggest problems now causing the congestion. When the charging first began, the Mayor stopped all roadworks and rephased the lights so that charging appeared to be working?'
