1 • A Lancashire dairy firm has lost its bid to convert its licence from a restricted to a standard national licence after North Eastern Deputy Traffic Commissioner Mark Hinchliffe ruled its operating centre was not available for use on a standard licence.

Initially North Western Traffic Commissioner Keith Waterworth refused an application by JE & AR Taylor to convert its restricted licence into a standard national licence after Lancashire County Council had said that the owner of the operating centre, Pollards Farm, Penwortham, did not consent to its use for the keeping of goods vehicles.
