• There will definitely be a Single Road Transport Market in Europe by 1993, says EC transport director-general Eduardo Pena — but he warns that the opening-up of Eastern Europe will create new problems for harmonisation.
Speaking at a Chartered Institute of Transport lecture, Pena hailed last December's cabotage agreement as a vital step towards the Single European Market.
He says the Commission will take an increasing role in agreeing road transport links, both with EFTA and Eastern European countries. He predicts that such agreements will need to respect existing links, perhaps through the granting of grandfather rights, and he will present new proposals for developing transport links with Eastern Europe in the next three or four months.
Further money for transport infrastructure investment should be forthcoming from Brussels in the coming months.
