QI have been told by the police that I need to use a tachograph on my dust cart. Surely that is not right? They intend to prosecute me.

ANo, the police are wrong, if you are using your dust cart for the collection and disposal of refuse, Article 3, paragraph 1, of EC Regulations 3821/85 states: "Recording equipment shall be installed and used in vehicles registered in a member state which are used for the carriage of passengers or goods by road, except the vehicles referred to in articles 4 and 14(1) of the Regulations EC 3820/85."
These regulations state in Article 4(6) of EC 3820/85, that the regulations do not apply to "Vehicles used in connection with the sewage, flood protection, water, gas and electricity services, highway maintenance and control, refuse collection and disposal, telegraph and telephone services carriage of postal articles, radio and television broadcasting and the detection of radio or television transmitters or receivers."
