Which of the following most accurately describes the problem?

• Swanseabased Logan Williams Transport has been granted an additional six vehicles and trailers on its licence, following the withdrawal of an objection by West Glamorgan County Council.

The firm had applied for the renewal of its international licence for 20 vehicles and trailers based at Abergelli Road, Fforest Fach, Swansea.

Partner Michael Logan told a Cardiff public inquiry that the firm had recently bought the premises, where there was adequate room for a fleet of 20 vehicles and trailers.

South Wales LA John Mervyn Pugh said the firm had a good maintenance record and he wanted to keep it that way. His advice was that all fitters be given a copy of the Tester's Manual.

Many fitters and maintenance contractors did not have a copy, and without one it was extremely difficult for them to know what to look for.

Granting renewal for five years, Pugh imposed conditions that prohibited parking in Abergelli Road and banned trucks from reversing in and out of the depot.
