Which of the following most accurately describes the problem?

The figures given are truly remarkable and they show that the industry is shouldering a burden far greater than that imposed upon motor vehicle owners in any other country, being more than five times as great as that in America and 67 per cent higher than that in France, which ranks next in this matter.

The total motor taxation, including the petrol duty, for the year 1928-29 was £38,300,000, and the amount diverted from this for other purposes than road maintenance and construction was £17,200,000. There is an urgent need for road and bridge improvements on a large scale, likewise for some relief from this overwhelming load which is hampering the advancement and adversely affecting not only this particular industry, but, through it, all others.
