Which of the following most accurately describes the problem?

1E SAME professionally competent transport manager, ?.cified in an application for a licence by Dale Freight Services 1 of Rochdale, also had been specified on a licence held by other company.

['his was made clear when les, which was seeking a mdard National Licence for I vehicles and seven trailers, peared before the Northstern Licensing Authority y Hutchings at Manchester March 7.

Vt. the start of the inquiry lin Fulbrook, a director of les, said the company nted to amend the applican to one for the three vehicles in possession presently being operated under interim licence. It was in business as a general haulier and worked for four main customers.

Mr Hutchings said the main reason for the enquiry was that the specified transport manager, a Mr Tyrell, was also mentioned on a licence held by Kestrel Warehousing (Northern) Ltd. Mr Fulbrook submitted that Mr Tyrell had left Kestrel Warehousing, which was now in liquidation, in March 1979, but Mr Hutchings replied that the traffic area knew nothing of this.

Mr Fulbrook said Mr Tyrell had been a director of Dale Freight Services but had since left the company. He himself was the holder of a Certificate of Professional Competence, and it was now the intention that he personally should be the transport manager named on the licence.

Granting the application, Mr Hutchings directed that the situation in respect of the Kestrel Warehousing licence be followed up.
