Which of the following most accurately describes the problem?

AWhile individual rates of fuel consumption

must partly depend upon both the local terrain and type of operation the following findings based on a road test should be of some guidance.

When fully laden at up to 40 mph on a gently undulating trunk route this vehicle gave 11.7 mpg and a motorway test gave 9.9 mpg. When empty the corresponding figures were 14.7 mpg and 10.1 mpg.

However, on the trunk-road runs there were no stops due to traffic or other reasons--so on normal operation one would expect a higher rate of consumption. When running unladen for half the time an overall consumption between 10.5 and 11.5 mpg could be expected.
