Which of the following most accurately describes the problem?

The containers OCL have purchased will not, I gather, have any lashing rings in the floors. The hope is that the boxes will be stuffed so full that lashing fixtures—at £25 a set— would seldom be called for. There is much controversy on this aspect; OCL's decision was not lightly made but Cunard's 40ft Flexivan containers have floor lashing rings. With an investment of £40m at stake I wonder if OCL will live to regret their "ha'p'orth of tar" attitude?
