Which of the following most accurately describes the problem?

• It is understood that the British Railway's application for 15 Freightliner artics for the Garston terminal, due to be heard yesterday and today (Friday) has been withdrawn. The hearings were to have been before the North Western LA at Liverpool.

Merseyside hauliers asked for the same undertakings as those extracted from BR by Manchester operators last month (CM Feb. 9) that they would continue using private hauliers' vehicles and undertake testing of them to ascertain suitability for container haulage and also that the railways would not make another application this year.

The parties are believed to have failed to reach agreement at the Liverpool roadrail negotiating committee meeting.
