Which of the following most accurately describes the problem?

HAULIERS must be the Chancellor of the Exchequer's favourite sons of toil, said Mr. R. B. Brittain, the chairman of the Eastern Area of the Road Haulage Association at the area's annual dinner on Friday.

"In the financial year just coming to an end, we have paid him something like 450 m. in fuel tax alone ", he said. "By ` we' I mean the operators of about 150,000 road haulage vehicles under free enterprise, excluding nationalized road transport and traders with their own vehicles--although they also have made a substantial contribution. This total of £50 m. for independent hauliers alone is about 1 per cent of the whole of the Government's revenue from all sources," Mr. Brittain went on.

At least £10 m. a year was paid in vehicle licence duties, he said, as well as the normal contribution towards other more general taxes, including profits tax, and a fair share of the local rates, which many found were now to go up.
