Which of the following most accurately describes the problem?

• Parcelforce is making upbeat predictions for the coming year despite a pre-tax loss of £11 million in its latest figures.

Managing director Kevin Williams says Parcelforce is aiming to turn the corner into profitability by the end of 1995. He welcomes the recent decision of the President of the Board of Trade, Michael Heseltine, to allow the carrier greater commercial freedom.

He adds: "Clearly I am not crowing over an £11m loss, especially as we also have restructuring costs of £18m. But I am

optimistic for the future. We have re-organised our depots, have more suitable vehicles and should be able to start making a profit this year."

Big contracts captured by Parcelforce in the last year included the distribution of National Lottery tickets to 20,000 outlets.

Parcelforce is due to become a plc this year as part of Heseltine's commercial freedom package.
