• Air freight hauliers and freight forwarders at London's Heathrow airport have attacked British Airports Authority plans to double their rents.

Earlier protests about drastic increases in car parking and PSV access charges have already triggered calls for a Monopolies and Mergers Commission investigation.

Agents are also complaining that the BAA has acted unfairly by moving into freight forwarding with the acquisition of Scotish Express and Roy Bowies Cargo. One agent with bonded warehouse space at the airport says the rent rise "stinks of Rachmanism", claiming: "BAA controls our rents and now accounts its own acquired companies lesser rents, forcing us into non-competitiveness," Agents also have to pay high turnover levies as commission to BAA, and ancillary charges for services. "Yet many of these services are nonexistent," another operator alleges. "We pay for a security level which is negligible and cleaning and gardening facilities which are not provided. BAA is abusing its position."

BAA says: "Negotiations have been going on for some time with tenants whose rents came up for review after a period of three years. The rates proposed reflect value in creases over the past three years and are in line with open market rates.

"We believe we are close to an agreement and also that there is broad agreement between the surveyors appointed by the tenants and the surveyors appointed by us. The actual rents are a matter of commercial confidence."
