• Local authority in-house workforces are winning almost three quarters of all contracts put out to tender under the compulsory competitive tendering regulations.

According to a trade union survey, council teams have won 45 out of 61 recent contracts. Private companies have won 11, with four split between the two and one going to a neighbouring council.

Leigh Interests, one of the largest waste-treatment groups in Britain with over 40 sites, has won two refuse contracts at West Yorkshire and East Staffordshire. And AngloFrench joint-venture company Cory Onyx has added a £5,75m, five-year contract with the London Borough of Tower Hamlets to its refuse contract with Bromley Council.

General manager Mike Blundy says that from August the company will clean the streets and collect household refuse in Bethnal Green.
