Which of the following most accurately describes the problem?

THE NUMBER of casualties among Scottish road users fell in 1983 to the lowest level since 1959, according to a report by the Scottish Development Office.

At just over 25,000 the total showed a 11 per cent fall from the previous year — sharper than any previous year. This fall was largely due to the decline in casualties among car occupants which was helped because of the January 1983 seat belt law.
