OPPOSITION moves to set up strategic bodies in London and the Metropolitan counties to oversee planning highways and traffic were defeated by just one vote in the Lords this week.
Opposition spokesman Baroness Stedman had said the aim was to give the Passenger Transport Authorities — already set up under the Bill to abolish the Greater London Council and the metropolitan councils— responsibility for strategic planning as well.
