Which of the following most accurately describes the problem?

LEX Wilkinson has promoted former regional manager David Burtenshaw to the newly-created position of company operations manager.

Mr Burtenshaw, who was responsible for Lex Wilkinson's Hub computerised mechanical parcel sorting centre as well as the company's south-east region, will take on overall day-to-day responsibility for the Hub, the whole of the company's 16-depot network, the trunking operation, and the general running of Lex Wilkinson's parcels collecting, sorting and delivery functions.

He will report directly to Malcolm Howard, managing director of Lex Wilkinson's General Parcels Division, and will have two regional managers — one for the North and one for the South — reporting to him.

Before joining the company six years ago, Mr Burtenshaw was an engineer with Dunlop and Jaguar Cars.
