Local Authority is not exempt from operators' licensing — but surely this does not apply to its refuse collection vehicles?
A In the answer given it was overlooked that the vehicles in question were refuse collection vehicles and you are correct in your assertion that Local Authorities' refuse vehicles are exempt.
This exemption is contained in paragraph 17(1) of Schedule 1 to the Goods Vehicles (Operators' Licences) Regulations 1969.
