Which of the following most accurately describes the problem?

• At a public sitting in Manchester last week, Mr C. R. Hodzson, the chairman of the North Western Traffic Commissioners, granted Ribble Motor Services Ltd and its joint operators an application to increase bus fares by 10 per cent on average.

Mr F. D. Walker, for the applicant companies, told the Commissioners that the additional revenue from the increases would be in the region of £380,000 a year. However, increased costs and overheads were now amounting to £613,000 a year.

The increases, which will come into effect on June 24, will not apply to most fares under lop, with the exception of some 7p and 9p fares which are to go up by lp. Fares between 10p and 15p are to be increased by 1 p also., and certain 15p fares are to rise by 2p. A 2p increase will be applied to fares between 16p and 19p with some 19p fares being increased to 21p. Fares of 27p and above will be raised by 4p.
