Which of the following most accurately describes the problem?

• Because accident statistics show an increasing incidence of traffic accidents at light-controlled intersections, apparently caused by the growing tendency of drivers to cross traffic lights at red, a "traffic violation recorder" is to be used experimentally in Liverpool.

This is a specially adapted 35mm camera with electronic flash, which is capable of recording over 200 offences without reloading, at all hours of the day and night.

The "traffic violation recorder," which costs approximately £2,500 is on loan to Liverpool Corporation and is to be tried out at various locations in the city for the next three months. The equipment will be evaluated as to its effectiveness in reducing accidents and to establish if the evidence produced is acceptable to the courts. During this period there will be no prosecutions in connection with alleged offences.

All vehicles crossing the stop line more than half-a-second after the signal has changed to red will be photographed twice, once at the stop line and secondly after the vehicle has proceeded across the junction.
