Which of the following most accurately describes the problem?

WORK has begun on the site for a new bus station in Livingston, West Lothian, that will cost more than El million.

Details of the project are expected to be released soon.

The bus station is expected to be in operation late next year, and site work is "fairly well advanced."

An Eastern Scottish official said problems to be solved include staff and vehicle garaging.

"While the building is going ahead, we can look at the plans and see how it can be operated," he added.

The station will be situated next to the Almondvale shopping complex. Livingston Development Corporation and the bus company want to make the station a "focal point for bus travellers in Livingston," the official added.
