Which of the following most accurately describes the problem?

SETPOS was launched as a European pilot project with the aim of developing a secure parking standard across Europe. Its first site, Truck Etape, opened at Valenciennes, France in June 2007 and a further four were planned, of which all but one have now opened.

The pilot projects costs were set at 10.9m euro of which E5.2m (£4.6m) is financed by the European Commission's DG THEN (Directorate General for Energy and Transport) to run over two years. Five factors were identified as putting pressure on Europe to provide better facilities for truck drivers:

• Rising crime: theft of cargo and drivers' health threatened • Enlarged EU leads to greater volumes of road freight

• Inadequate co-operation between EU law enforcement agencies *The added complexity of terrorist threats

• Pressure from cargo shippers; insurance companies; freight forwarders and transport companies to improve the situation.

SETPOS is agreeing a labelling, inspection and evaluation scheme known as Label. Its advisory board will undertake regular reviews

of the requirements of national authorities; enforcement agencies and international transport stakeholders. Partcipants on the advisory board include the Channel Corridor Partnership; Dutch Ministry of Transport: ETF-Europe; CORTE; IRF-ERF; IRU; TLN Transport en Logistiek Nederland.

A technology network developed by Move & Park will offer a reservation system for drivers, including an online database containing information on all available truck parking sites along the Trans-European road network
