Which of the following most accurately describes the problem?

Having just spent a week in eastern Canada during the first bad snow fall of the winter (3 to 4 feet over an area twice the size of the UK). I can only conclude that the UK has a lot to learn about snow clearance. The snow storm was on a Sunday and by Monday morning the majority of roads were clear with snow ploughs working the minor roads. Ploughing started straight away before vehicles became stuck and all lanes were ploughed in one go by up to five ploughs working as a team. We have limited snow fall, but surely motorways could at least be kept open.

During the week I saw just two jack-knifed artics. but the B Trains or B Doubles were rock steady even when travelling at 50mph plus in snow. This combination seems ideal for overnight trunking here.
