Which of the following most accurately describes the problem?

• Hauliers travelling to and from Holyhead ferry port are being promised quicker journey times across Anglesey now that the Welsh Office has given the go-ahead to develop the A55 trunk road from Bryngwran to Holyhead into a dual carriageway.

Work is due to begin on the road this autumn: it should also relieve pressure from HGVs on villages along the route.

The cost of the construction is to be met by the Private Finance Initiative but the Welsh Office promises the road will not be tolled.
