Which of the following most accurately describes the problem?

• Local advisory committees are to tie set up by SELNEC Passenger Transport Authority to enable passengers to comment and advise on transport needs and give the management an opportunity of explaining policies.

Represented on these committees will be local authorities, Chambers of Trade and Commerce, community organizations, the Confederation of British Industry and the Transport Users' Consultative Committee. There are to be five committees, covering the Authority's northern and southern divisions.

In addition, SELNEC's management structure is under re-examination and the outcome of this could be the establishment of divisional operating companies. The Authority has also promised to consider some means of linking these companies with local opinion.
